The error message is from ODBC rather than MySQL. Considering your long thread at https://www.tek-tips.com/viewthread.cfm?qid=1816499 on this issue, I'd first want to know ...

- if this error occurs with queries on some or all other schemas, tables & queries

- if it occurs in MySQL WorkBench connected to your DB via ODBC, if so with other dbs, tables & queries

- if a try/catch loop with traceback in VFP yields more info on the error

- why you think this is a charset/collation issue rather than a VFP or ODBC problem,, and whether issuing the MySQL cmd ...

set names utf8mb4;

... immediately after connecting, affects the problem.
