Thanks Brian for the hint.

I had the same issue.
I also restarted the migration from step 1,
switched back to Latin1 instead of UTF-8
+ unchecked the do not drop table in step3

I dont think this is a random problem,
more so related to UTF8
In my experience when a database, is not implemented with UTF8
from the beginning, problems will arise later on i.e when migrating.

Access database I used was old and coded in latin1.
