Encountering java.sql.SQLException: Communication failure during handshake. Is there a server running on localhost:3306?

HI,

I am encountering java.sql.SQLException: Communication failure during handshake. Is there a server running on localhost:3306? problem in my development work

I am new to MYSQL server.
I am using mySQL 4.1.11 version, jdk1.3.1_15 and mm.mysql-2.0.14-bin.jar JDBC driver

It would be very helpful to me if any one can give the solution for this problem
