MSSQL Network error IOException: Connection refused: connect

I got this error during migratrion of a MS-SQL 2008 to MySQL, I mean in the very beginning. I've read that I should enable TCP/IP on the MS SQL Server, but it was still enabled. The firewall is disabled at the moment. I added also the Port 1433 to the TCP/IP protocol on the server side.
What else can the problem be?
