Yesterday I tried to install Migration Toolkin on my Windows XP (sp2) machine and I encountered the same problem. So, I referred to this forum and got the solution as explined by "Jeff Sabarese". Thanks Jeff. It really worked.
I think this is very common problem. When you change the default installation path, shortcut does not point to proper Start Up directory.
MySQL Development Team - Please pay attention to this problem and try to fix this bug.
