Cannot start GRT shell in debug (Java OutOfMemory Error)

I am trying to start the GRT shell in debug mode on Windows XP. When I use grtsh -debug, I get a "java.lang.OutOfMemoryError: unable to create new native thread" error. Anyone know how to prevent this, or where to start looking? My Java RTE is 1.5.0_04 from Sun. (The GRT shell and Migration Toolkit GUI run fine when not in debug mode, but I'm trying to do some development work). Thanks.
