LOAD DATA INFILE - Hebrew Problems

Hello All,
I'm in a session of straggling with LOAD DATA INFILE from CSV file that includes Hebrew character.
No Matter how I defined my table fields type – didn't get the expected result.
The field contain values of '???????'.
What am I suppose to do?
Any idea?
Appreciate if you could kindly help on this.
