You've conflated mysql and mysqldump syntax.

Basic mysqldump syntax is ...

mysqldump [OPTIONS] dbname [tblnames]

... where options are prefixed with single or double hyphens, see syntax with ...

mysqldump --help --verbose | more

For one database you would need something like ...

mysqldump –uUSR –pPWD –K –E –R –f database_name >some_backup_dir/mybackup.sql

Then to inhale it into your new MySQL instance ...

mysql -uPWD -pPWD --show-warnings --tee=<path\mysql.log

create database if not exists dbname;
use dbname;
source some_backup_dir/mybackup.sql -- NO TERMINATING SEMICOLON
