Federated tables on Windows 5.1.28?

I'm installing MySQL 5.1.28 on Windows using the normal installer that is downloaded from the site. However, the "federated" storage engine does not seem to be included in this version, even though previous MySQL 5.1.x versions had it. I wanted this new version to get fixes to some bugs, but I need federated table support in order to use it.

If I try to pass in the --federated command line option, mysqld.exe won't start.

Web sites say to look for a "mysqld-max-nt.exe" but no such file is present in the installation.

How do I install federated table support?
