Upgrading and Partitions by key

In the partitioning restrictions and limitations part of the mysql documentation there is this statement:

When performing an upgrade, tables which are partitioned by KEY and that use any storage engine other than NDBCLUSTER and must be dumped and reloaded.

I really don't think this means that every time I upgrade mysql I have to dump and reload any table that partitions by key. That would be a painful, inconvenient, and time consuming process, for every upgrade.

If that is the case, I would consider it a bug.

Does it really mean that, or is it something that is version specific, or am I mis-interpreting what it is saying.
