Hello Phil and thanks for your reply.
It turns out that I will be able to use RANGE partitions for the first set of bits that I want to partition by.
The last couple of bits that I wanted to use will be 4 bits based on the year. I'm going to manually implement subpartitions where I need to.
I envisage that most of my queries won't be using bitwise operators and more likely ranges/IN (a,b,c) values.
