Please describe your situation, then we can discuss how (and whether) distribution techniques may (or may not) help.

Note that default modulo is some simple formula that is not necessarily correctly balanced. Suggest you have a prime number of partitions.

Or, that the MD5 (or other digest) of the primary key to get a more random scattering. Note that it must part of the PK; suggest you put it at the end. 8 bits of the MD5 would let you have 256 partitions with a mere 1-byte overhead.
