Why do you want to partition that way?

I think the reason that it is disallowing what you are trying is... To enforce UNIQUEness (of a PRIMARY KEY or UNIQUE key), it would have to check every partition on every INSERT. If you were partitioning on the emp_id, then it could do the check without hitting every partition.

Do you have a million employees? Are you dropping old employees? PARTITIONing a small tables doesn't buy much.
