Rebuilding vs. Optimizing Partition, Time Elapsed to complete

I am sure this is a very simple response, and I am racking my brain understanding why this might be such a huge difference in the time elapsed to complete this task.

I am experimenting with a partioned table by key, 800M records spread across 100 partions. An rebuild of one of the partitions (5M records) takes 1.5 minutes. An optimize of the same partition takes 4 hours.

Both statements come from the same machine with no load on the server while the action is being taken. Can someone point me to an answer as to why this happens, and in addition, theh exact mechanical steps that cause the difference in processing times.

If this is just a documentation issue I have missed, a simple link is fine as well.
