Sounds like a typo in the error message.
All UNIQUE (or PRIMARY) keys must include the fields of the PARTITION key, so change the PK to
PRIMARY KEY (`id`, eventDate),

Possible mistake:
PARTITION p03 VALUES LESS THAN (TO_DAYS(’2013-09-30′)),
Do you want the last day of September to be put in the partition with October?
