It is possible, but depends on a couple of things. First, if your ISP has opened port 3306 on their firewall you could access the server directly. However, if my ISP had port 3306 open to the internet I would be finding myself a new ISP, as this is a major security problem.

If your ISP is smart and has firewalled port 3306, all is not lost as long as your ISP has provided you with an SSH login account.
