This solution worked for me. I was also receiving this error after changing the configuration of mysql. Uninstalling and reinstalling did not work. I found that the uninstaller does not remove the mysql folder, and some of it's contents. I uninstalled mysql and then manually deleted the program folder and it's contents, and then reinstalled mysql.
