I faced the same error but got around it without having to shut off the firewall. Let me get to how, my intuition is such a blessing to me!

First go to security center, and below "MANAGE SECURITY SETTINGS FOR:" click on Windows Firewall. On the tabs, go to Exceptions and then click on add port below it. Type in 'MySQL' for name and type '3306' for port. Make sure the option is set at TCP.
