show the mysql database after install

Hi everyone,
I recently installed MySQL version 4.0.20a on PC with Windows XP.
When I check to see what databases it only shows test.
I figure mysql database isn't showing because I dont have rights to it?
How do set those rights up?
When Mysql started for the first time I added a user and a password.
How do I use these to set privaledges for me to start playing by trying to add a database or at least show all the databases that are currently there?
Also, please excuse this next stupid question, but I'm new to all this.
What is meant by "client_host"? Is this my local host as the server is running on my local computer - i don't have it hosted anywhere - I need to figure it all out before getting to that stage :-). When I need to type in client_host, can i just type localhost or 127.0.0.1 or what?
