A persistent error "exceeded the 'max_user_connections' resource"

Greetings,

I have a customer who have a problem of "exceeded the 'max_user_connections' resource" with her website : http://francefinalesrugby.franceserv.com/

The complete error message is :

Warning: mysql_connect(): User 'onepip-france' has exceeded the 'max_user_connections' resource (current value: 10)

and the URL of this website is : http://francefinalesrugby.franceserv.com/

The problem is this error don't leave even after more 72 hours and i have read it should left in the 1 hour only.

The uniq solution for me is to restart all the MySQL server in a production environement ...

I have more 4600 websites which work correctly exept this only 1 website ...

How can i "take off" the error message without restart all the server ? My MySQL server version is 5.5.20 with PHP 5.4.3.
