MySQL starts but I have a question

First I am trying to setup a PHP Nuke Site on my Dedicated Hosting Box, I am running Windows 2003 and IIS6. So far I have installed PHP successfully and MySQL but.....

The dedicated hosting box default website is on IP 67.19.82.9X and I want the specific website I am creating to be on a different IP on the box but I have the following issue:

I installed mysql 4.0, but under WinmySQLadmin, it says the following:
under local ip address it says the IP for the default website on my box 67.19.83.09X, should I go to the tab where it states my.ini setup and change this line #bind-address=67.19.82.9X to #bind-address=67.19.82.1XX? or do I need to somehow have the local ip address point to 67.19.82.1XX? if so, how do I do this?

Any help would be greatly appreciated
