I was fortunate enough to resolve this problem. Here's how: 1) open Windows XP Control panel, 2) double-click on Windows Server icon, 3) click on "Exceptions" tab, 4) click on the "Add Port" button, 5) make sure that the "TCP" radio button in highlighted, 6) enter a Name for the exception, 7) enter 3306 in the Port Number box, 8) click OK and exit Control Panel, 9) click on the Retry button on the MySQL installation wizard.

I'll cross my fingers for you!
