I had the same problem (on XP) and was finally able to resolve it (after deleting MySQL by using ControlPanel/AddRemovePrograms and deleting all references to MySQL in RegEdit) by emptying c:\windows\my.ini, which removed MySQL from the ControlPanel/AdministrativeTools/Services dialog. If MySQL has an entry in Services on your computer, this may be the answer.

I guess this indicates that Windows populates its list of non-builtin services from .ini files in the c:\windows folder? Can someone confirm this for future reference?
