I was getting this "Error 0" and also found in the Applications Event Viewer "Plugin 'InnoDB' init function returned error" The following is a closed thread that lead me to my solution.

I performed Richards suggestions, but changing the service to use Admistrator account didn't help. However, I went looking at the security settings for 'logging on as a service' and discovered that "LOCAL SERVICE" was not listed in the grouping. Once I added it to the list, badabing-badaboom! the Service for MySQL could be created!

Path to this setting is:
Administrative Tools/Local Security Policy/Local Policies/User Rights Assignment/Log on as a service
Check to see if your user is listed.
