Maybe go into MySQLD or MySQLD-NT or MySQLADMIN and look at the variables. Then track down each path and make sure those are all gone too.
I've installed, un-installed and installed MySQL several times on another PC and each time I followed a little checklist to make sure all traces were wiped.
It then installed a fresh copy no problem.
Make sure you're not running a .sql script that's just overwriting the privs and accounts.
