Windows based setup does not run ?

I've just downloaded the latest windows binaries installer v 4.0.21, unzipped into a temp folder and clicked setup.exe. Unfortunately nothing appears to happen. The setup program appears to silently exit immediately.
I'm running Win2000 SP4.
Any ideas ?
