HELP! - #2003 - The server is not responding

Hi,

I'm using MySQL 4.1.5 and phpMyAdmin 2.6.0-rc3. My root password is blank. When I try to login the MySQL DB from remote host, let's say 68.25.10.7, it gives me this error:

#2003 - The server is not responding

Now, I've tried reading everything on this error and nothing seems to work. Bind address, skip_networking is off and whatnots. Can anyone help me with this problem?
