Looking around a bit, it seems that you could have a corrupt windows installation. You don't say what OS you are on, but this is my guess. I know that a reason for this to happen is that a virus has corrupted one or more of your system files. That the real problem is NOT USER.EXE, but some other system file I'm pretty sure of though.
Frankly, don't take my word for any of this, but before doing anything else:
- Get the latest virus updates for you anti-virus program.
- Run the anti-virus thing immediately.
All this of course assuming that you have an anti-virus program. If you don't get one! There are OK free anto-virus programs out there also.
This is not to say I know that a virus really is the problem here, it's hard to say, but it is a fair guess.
