Hah! It is the Windows XP Firewall that is hosing up the install. Set your firewall to allow an exception for MySQL, port 3306 and it should work. It worked for me and I jumped through all the other hoops that were detailed in the previous postings.

I figured this out when doing a manual install and starting mysqld from the command line. The firewall popup came up and asked about allowing MySQL, port 3306.

Windows Firewall / Exceptions / Add Port...

Name: MySQL
Port number: 3306
