I was able to do a workaround by uninstalling MySql, via the control panel, rebooting, running a registry repair program such as CCleaner, and reinstalling.

Rebooting after uninstall and then running CCleaner seemed to do the trick when uninstalling, running CCleaner and reinstalling without rebooting didn't. Don't know why rebooting was the key but it worked for me. I use Windows XP.

At one time I had a previous version of MySql and uninstalled it, that may have something to do with the error.

Please note I'm using this at home, so it may not be much of a fix in an environment if you already have an existing database. But it seems to be ok if you are just starting from scratch.
