since 5.7.7 I recall that the server changes and no longer ship the data files, if you are installing manually or using the standalone msi for the server you need to execute the mysqld with --initialize in order that the datafiles are created, also here was changes in 5.7.X in how the users are stored, is recommended that you use the upgrade tool if you are migrating from one 5.7 to another.
if you change the location of the datadir you probably needs to recreate the datafiles again or be sure your existing datafiles dir is in the en location too
if you are using the standalone .5.7 msi you could use the MySQL Installer for Windows, it take care of all of this stuff automatically
