If you want to move the datadir, you will need to stop the server, edit my.ini to point to the new location, move/copy the existing data folder to the new location, provide privilege for the MySQL service owner (by default it's owned by user "NETWORK_SERVICE") to have full control of the new data folder, then start the server.
