If the \Data folder from your previous installation is still there, the new installation will see it and NOT overwrite it. Neat huh? Saves destroying your database.
What it means is that mysql root password has already been set in the old installation.
Does the server run anyway? Look in services.msc
You can do a manual install. You use noinstall zip archive, not the installer package.
