You need to be aware that earlier in versions of MySQL, the mysql service was owned by SYSTEM, and all folders could be accessed by SYSTEM, so moving the datadir was trivial.
Along the MySQL version path, the owner of the service changed to NETWORK_SERVICE, so if you move the datadir you need to change the privileges on the new folder to allow the MySQL service to access it.
Just sayin'.
