The first item will take you a download of a windows installer package that will install ALL of the items listed 2 to 11.
You can use it to install as much (or as little) as you need.
Basic setup would be a MySQL server, with MySQL command line client.
If you want a GUI tool in place of commandline client to manage your database, then install Workbench. Note, WB is for management, not for your users to access your database.
If you want to connect to your server with Access, then you'll need ODBC connector.
If you want to use a Java app, you'll need the java connector, and so on.
