Hello jia hu,
Regarding MySQL Server 5.7 you need to have the latest Visual Studio 2013 Redistributable version installed. You can find more details in the following link
https://forums.mysql.com/read.php?169,659133,662929#msg-662929. In case this information doesn't help you to solve the problem, please provide a detailed list of the steps being done. Also I will require more information about it such as the Installer log, Installer version, OS version and any other you consider relevant.
In the case of MySQL Server 5.6 I wasn't able to reproduce error on a fresh installation of Windows 10. Could you also please provide details required above for MySQL Server 5.6?
