If DEBIAN_FRONTEND is set correctly it shouldn't show this screen, but simply use the default (same applies to root password, where the default is passwordless unix socket authentication), so what does the script look like now?

There's a bug in mysql_secure_installation currently in that it isn't able to set root password if unix socket auth is set, so you unfortunately can't do a default-install and then use it to set a root password.
