Trying to move Mysql to a new OS X (High Sierra) machine: Fatal error: Can't open and lock privilege tables: Table 'mysql.host' doesn't exist

I had MySQL working perfectly on my Apple OS X 10.11 system. I upgraded to High Sierra and noticed that the mysql directories did not come over during the Migration process. So I copied the directory manually in terminal. Then it complained about ownership, so I set ownership to _mysql. Now it won't start, and the last bit of the .err file says:

Fatal error: Can't open and lock privilege tables: Table 'mysql.host' doesn't exist

what is the right way to make this work?
