Unfortunately, 32-bit Fedora is not supported after Fedora 26. You may be able to download the Fedora 26 packages directly from here: https://dev.mysql.com/downloads/mysql/ and they would probably work fine on Fedora 28.

You will not be able to upgrade though, as Fedora 26 is EOL and new MySQL versions will not be released for that platform.

Are you unable to run 64-bit Fedora 28 on your workstation?
