Can only use Server IP for DB_HOSTNAME

I'm migrating from Windows 2012 to Windows 2016 Server. The old server is running MYSQL 5.6.38 and we load databases using 127.0.0.1.

The new server also has MYSQL 5.6.38 until we get everything working. It will only load the database if we use the servers's public IP address. If we use localhost or 127.0.0.1 it won't load the site and we get a white page and connect errors in the php logs.

Probably something I've forgotten that needs setup in Windows. Also, when the site does load connecting with the server public IP address, the site will only load from the server's web browser, and not from outside the network, but other sites load without databases. I disabled the windows firewall to rule that out too.
