[Linux] Can't create new user from bash. 'root'@'localhost' doesn't exist

Hello,
I've been working on a C++ application to connect with my MySQL database running on a Linux server. But I wasn't able to connect so I tried changing the access mode from my root user to "all access", not knowing it'd vanish the localhost capability.

Is there any way to create a new user with all privelegues from shell/terminal?
