hi!

I see your RPMS are named:

mysql-community-server-5.7.28-1.el7.x86_64

The el7 disttag means this package is created for RHEL 7 systems.

For CentOS 6 you want el6 packages.

Please try with this repo:
http://repo.mysql.com/yum/mysql-5.7-community/el/6/x86_64/
