Install of MySQL 8 Defaults to 56a !?

My attempts to install MySQL 8.0 on Windows Server 2008 R2 Standard fail, and will only install version 56a.

I am using a recently downloaded version of mysql-installer-community-8.0.18.0.msi.

How do I force it to load 8.0 or what am I doing wrong?
