hi!

Due to the new yum module system in CentOS 8 / RHEL8 and the fact that
mysql module is enabled by default (a good thing) you have to disable
mysql module before packages from MySQL Yum Repo will be used.

You should execute:

$ yum module disable mysql

and then continue with

$ yum update

and/or

$ yum install mysql-community-server

in Section 3.

BTW: there is no need to run mysql_upgrade, server will itself handle any
required upgrads tasks (this is new in MySQL 8).
