Can't connect to MySql server on port 3306 which is listening

Hi!
I have been trying to connect to the MySql 8.0.19 server on a LAN for a long time. MySql runs on a DELL server, windows server 2012 R2. After restarting the computer, the server works fine, I can connect via LAN, MySql responded on port 3306.
Unfortunately, after some time (sometimes 15 minutes, sometimes 12 hours) suddenly a connection is not possible by ODBC or any other method, telnet is not responding. Looking at the LAN, it looks like there was no available port on server computer.
Looking at the server computer, the MySql server works fine, telnet responds, odbc works, the port is still listening.
After restarting the server computer, everything works for a while, then the port 3306 dies again and cannot be connected.
Nothing else works on this port on the LAN network.

Everything seems that it should work, but unfortunately it does not work ...
maybe someone has an idea where I can look for a problem?
