If you can connect to port 3306 on the server itself, but not from outside the server, then the most obvious reason would be that the firewall has closed off access to that port. Check your antivirus (if you have one) and the Windows firewall on the server to confirm that port 3306 is open for exterior connections. Some organizations also have managed routers which will mask specific ports; if yours does, you may have to talk to your IT people to open TCP/IP port 3306 for incoming data to your server
