Thanks for looking into this.
I reinstalled the system as I was suspecting I might have make a mistake while installing the other one, then used another download, still the same. The contents of the mysql.list file:

I'm still getting:

E: Failed to fetch http://repo.mysql.com/apt/debian/dists/buster/mysql-5.7/source/Sources 503 Service Unavailable [IP: 195.95.193.58 80]
E: Some index files failed to download. They have been ignored, or old ones used instead.

only this time with the next version of config package:
mysql-apt-config_0.8.17-1_all.deb
