There appears to be an incomplete or corrupted MySQL installation.
Or, there may be dpkg corruption, which can be checked with ...

apt-get install --reinstall "$package";

If it's me, I first check dpkg as above, and once all that's sorted, I pourge every trace of mysql and mariadb and start again.
