Install Error Version 5.6.19

Our county requires us to install MySQL Server to the devices in one of our departments. I receive an Install Error when attempting this. The latest version will install just fine but we must use 5.1.19. Our devices are running Win 10 22H2 64bit. I have Visual C++ 2012,2013,and 2015-2022 installed. Any suggestions would be appreciated.
