having trouble getting my website to connect to my MySQL installation

I am having trouble getting my website to connect to my MySQL installation. I have installed and configured MySQL on my server, but when I try to connect to the database using PHP, I am getting a "connection refused" error. I have double-checked my MySQL settings and they seem to be correct. Can anyone provide guidance on troubleshooting this issue and get my website connecting to MySQL?
